New Philadelphia, the county seat of Tuscarawas County, is located in the central northeastern quadrant of the state. The county was founded in 1808 and construction began for today's courthouse in 1882. Wayne Woodrow Hayes, the famous head coach of the Ohio State Buckeyes was born and grew up in Newcomerstown, which is in Tuscarawas County.
