HEADLINES: $1 billion now in rainy-day fund. Third "volunteer" executed. The largest wrongful-imprisonment settlement ever from the state of Ohio paid out. Sen. Ray Miller (D-Columbus) will introduce legislation to double the amount awarded to the wrongfully imprisoned. A casino-minded Indian tribe drops the state as a defendant in its lawsuit. Former candidate Paul Hackett backs Congressman Sherrod Brown in U.S. Senate race. The Multi-Agency Radio Communications System, or MARCS, system is up and running.
