A plan to overhaul the region's storm water management system would help green the region but cost millions; and the regional sewer district wants landowners to pay. For most residential ratepayers, the fee is less than $60 a year. Commercial property is a different story, however. One senior center in Beachwood would see its costs go up by $34,000.
