Cornerstone of the one billion dollar plan is a free-standing cancer hospital. Other phases will include makeovers for the hospital's neonatal and emergency departments. The hospital also has expansion plans for its outpatient facilities in the suburbs.

Roundtable panelists: Elizabeth Sullivan, columnist for the Plain Dealer; Stan Bullard, senior reporter, Crain's Cleveland Business; Cindi Deutschman-Ruiz, ideastream reporter.

Residency Requirements: The Ohio House concurs in a Senate bill forbidding cities like Cleveland from requiring their employees to live in the city.
