Newsmaker: Thomas Zenty III, President & CEO, University Hospitals Health System. The hospital announced major plans this week to expand its facilities on Cleveland's east side. Cornerstone of the one billion dollar plan is a free-standing cancer hospital. Other phases will include makeovers for the hospital's neonatal and emergency departments. The hospital also has expansion plans for its outpatient facilities in the suburbs.

Residency Requirements: The Ohio House concurs in a Senate bill forbidding cities like Cleveland from requiring their employees to live in the city. Some Ohio cities have such requirements built into their charters. Cleveland officials say they'll ignore the law for now, saying it's a matter for home rule. Eventually, said Mayor Jackson, the city will challenge the law in court.
