State Issue 3 on November third would clear the way for construction of commercial casinos in Cleveland, Columbus, Cincinnati and Toledo. Proponents say it'll create thousands of jobs and generate billions for state coffers. Opponents say casinos are a losing bet for a number of reasons. And voters tend to agree. Four times in recent years, they've turned down casino ballot issues. We'll hear from both sides.
