Lucas County has far more people behind bars than our leaders would like to have - and that's costing taxpayers a small fortune. Besides that , the corrections population is anything but demographically representative of the county as a whole. African-Americans are slightly less than one-fifty of the overall population but are 53 percent of those in the county jail. The good news is that last year, the county was award a $1.75 million dollar MacArthur Grant to come up with reforms to try to create a fair and more effective criminal justice system. Well, what's happened so far with that?
