>> IT'S BACK TO WORK FOR NEARLY
00:00:30EVERYONE IN OHIO THIS WEEK,
INCLUDING THE NEW MEMBERS OF THE
00:00:37GENERAL ASSEMBLY.
WE'LL HEAR TWO PERSPECTIVES ON
00:00:39WHAT THIS HISTORIC LEGISLATURE
MIGHT DO -- A LIBERAL WHO'S
00:00:41CONCERNED ABOUT WHAT CHANGES
MIGHT HAPPEN AND A CONSERVATIVE
00:00:43WHO FEARS NOT ENOUGH CHANGES
WILL.
00:00:45ALL THIS WEEK IN "THE STATE OF
OHIO".
00:00:53?
>> 99 MEMBERS OF THE HOUSE AND
00:01:0233 SENATORS GOT BACK TO WORK IN
COLUMBUS THIS WEEK WITH THE
00:01:05FIRST DAY OF THE 131ST GENERAL
ASSEMBLY.
00:01:0629 MEMBERS OF THE INCOMING OHIO
HOUSE WON THEIR SEATS THIS FALL,
00:01:09INCLUDING A FORMER OHIO SUPREME
COURT JUSTICE, THREE FORMER
00:01:12LAWMAKERS, AND FIVE FAMILY
MEMBERS OF LAWMAKERS PAST AND
00:01:14PRESENT.
FOUR SENATORS WERE JUST ELECTED,
00:01:17BUT THREE HAVE BEEN STATE
LAWMAKERS BEFORE.
00:01:24REPUBLICANS WILL HOLD A HISTORIC
65-MEMBER MAJORITY IN THE HOUSE,
00:01:26AND WILL STILL DOMINATE
DEMOCRATS 2-1 IN THE SENATE.
00:01:29AND LAWMAKERS WILL BE GETTING
RIGHT TO WORK.
00:01:30THIS IS A BUDGET YEAR, AND
GOVERNOR JOHN KASICH HAS MADE IT
00:01:32CLEAR HE HAS SEVERAL INITIATIVES
HE WANTS TO GET THROUGH THE
00:01:34LEGISLATURE, SUCH AS TAX
INCREASES ON OIL AND GAS
00:01:37DRILLERS AND CIGARETTES AND MORE
CUTS IN THE STATE INCOME TAX.
00:01:41ONE OF THE FIRST ORDERS OF
BUSINESS FOR THE NEW MEMBERS WAS
00:01:45THE OFFICIAL VOTE FOR
LEADERSHIP.
00:01:47IN THE SENATE, REPUBLICAN
PRESIDENT KEITH FABER OF CELINA
00:01:51AND DEMOCRATIC MINORITY LEADER
JOE SCHIAVONI OF YOUNGSTOWN WILL
00:01:53RETAIN THOSE POSITIONS.
BUT THERE HAD BEEN SOME
00:01:56CONTROVERSY OVER THE INCOMING
LEADERSHIP IN THE HOUSE.
00:02:00BUT AS WAS THE CASE WITH A
CAUCUS VOTE IN NOVEMBER, CLIFF
00:02:02ROSENBERGER OF CLARKSVILLE IN
SOUTHWEST OHIO WAS ELECTED
00:02:05SPEAKER OF THE HOUSE AND FRED
STRAHORN OF DAYTON AS THE HOUSE
00:02:08MINORITY LEADER.
ROSENBERGER HAD BEEN CHALLENGED
00:02:11IN THE RACE FOR SPEAKER BY JIM
BUTLER OF OAKWOOD NEAR DAYTON,
00:02:15WHO HAD THE SUPPORT OF SOME
CONSERVATIVE LAWMAKERS.
00:02:17BUT IN THE END, BUTLER NOT ONLY
VOTED FOR ROSENBERGER AS
00:02:22SPEAKER, BUT SECONDED HIS
NOMINATION ON THE FLOOR.
00:02:27>> UNLIKE MOST LEADERSHIP RACES,
IT ACTUALLY WENT ALL OF THE WAY
00:02:34TO THE END.
WE HAD A VOTE IN THE CAUCUS.
00:02:36THAT IS A PRETTY RARE THING.
THERE WAS NEVER A POINT WHERE I
00:02:41SAID, OK, THEY WILL SUPPORT ME
FOR THIS OR THAT.
00:02:45THERE WAS NONE OF THAT AT ALL.
WE WENT ALL THE WAY TO THE END.
00:02:49BUT I RISE TODAY TO SECOND THE
NOMINATION FOR CLIFF
00:02:52ROSENBERGER.
>> ROSENBERGER WAS ELECTED IN A
00:02:56UNANIMOUS VOTE AND WAS SWORN IN
BY OUTGOING SPEAKER BILL
00:02:58BATCHELDER OF MEDINA, WHO THEN
ACCOMPANIED HIM TO THE SPEAKER'S
00:03:00CHAIR AND PRESENTED HIM WITH THE
GAVEL.
00:03:02IN HIS FIRST SPEECH AS SPEAKER,
ROSENBERGER CALLED FOR
00:03:05BIPARTISANSHIP, COOPERATION, AND
SIMPLIFICATION AND STREAMLINING
00:03:08OF GOVERNMENT.
>> WE CANNOT BE AN INSTITUTION
00:03:16OF ROADBLOCKS AND TRAFFIC JAMS,
NOR ALLOW OURSELVES TO BE
00:03:18FEARFUL OF COMPROMISE.
SLOWING THE PROGRESS BY WHICH
00:03:25THE PEOPLE THEMSELVES CAN
FLOURISH IS UNACCEPTABLE.
00:03:28WE CANNOT STRENGTHEN FOLKS AMONG
US BY PLACING ALL OF THE BURDEN
00:03:31ON THOSE WHO ARE SUCCESSFUL.
WE CANNOT HURRY LEGISLATION TO
00:03:35SATISFY A POLL AND WE MUST LEARN
TO BUILD UPON ONE ANOTHER.
00:03:41ONLY THEN CAN OHIOANS HAVE FULL
FAITH IN US TO DO WHAT IS RIGHT.
00:03:44IF YOUR INTENTION IN THE CELLS
TO -- IN THIS HOUSE IS TO BE
00:03:49BECAUSE OF ROADBLOCKS, WE WILL
FIND OURSELVES ONLY SLOWING DOWN
00:03:53THE PEOPLE OF OUR GREAT STATE.
WE CAN BE AN INSTITUTION THAT
00:03:59ALLOWS OUR CITIZENS'
LIVELIHOODS TO MOVE FREELY.
00:04:04A CITIZEN HAS NO TIME TO BE
SLOWED BY OUR INABILITY TO WORK
00:04:09TOGETHER IN THE HOUSE.
LEADER STRAYHORN, I LOOK FORWARD
00:04:15TO LOOKING WITH YOU AND HER
CAUCUS TO BUILD A BRIDGE THAT
00:04:16WILL SPAN THE CHASM OF
DIFFERENCES AREA THERE ARE
00:04:18SERIOUS ISSUES FACING OUR STATE
AND FINDING RESOLUTION TO THOSE
00:04:23DIFFERENCES WILL REQUIRE
UNDERSTANDING FROM ALL PARTIES
00:04:28INVOLVED.
WHEN BOTH SIDES OF THE AL BRING
00:04:31THEIR BEST IDEALS TO THE TABLE,
WE WILL SURELY HAVE OUR
00:04:38DIFFERENCES ALONG THE WAY.
I TRULY BELIEVE THAT THE CHASM
00:04:40THAT DIVIDES US IS NOT DEEP
ENOUGH FOR TOO LONG TO CROSS
00:04:44TOGETHER.
I BELIEVE IN SPIRITED DEBATE
00:04:49BASED ON PRINCIPLE, NOT
PERSONALITY.
00:04:51THE ISSUES THAT OHIOANS FACE ARE
TOO IMPORTANT TO HAVE EACH SIDE
00:04:55RUNNING TO ITS RESPECTIVE
CORNER, UNWILLING AND UNABLE TO
00:05:00FIND COMMON GROUND.
THIS IS AN INSTITUTION THAT
00:05:02STANDS ON ITS OWN, PRESERVING A
GOVERNMENT THAT IS OPEN, FAIR,
00:05:08AND EFFECTIVE REQUIRES EACH OF
ITS COMPONENTS TO BE STRONG,
00:05:10VOCAL, AND INDEPENDENT OF THE
WHIMS AND ASPIRATIONS OF ITS
00:05:14NEIGHBORING PARTNERS.
HEAR ME CLEARLY.
00:05:17THIS INSTITUTION WILL STAND
FIRMLY AS A BODY AND INSTITUTION
00:05:20AS ITS OWN.
>> ROSENBERGER ALSO SAID
00:05:26LEGISLATURES IN THE PAST HAVE
WORKED ON WORKFORCE DEVELOPMENT
00:05:28AND CREATING EMPLOYMENT FOR
OHIOANS, AND NOW HE'D LIKE TO
00:05:33FOCUS ON WHAT HE CALLS MOBILITY
OF CITIZENS TO MOVE OUT OF
00:05:35POVERTY, TO FIND GOOD JOBS, AND
TO SEEK OUT EDUCATION THAT
00:05:36PROVIDES CHOICE AT A REASONABLE
COST.
00:05:38TEA PARTY ACTIVISTS AROUND OHIO
ARE STILL ANGRY OVER THAT
00:05:41ROSENBERGER VOTE, WHICH THEY SAY
WAS CONTROLLED BY GOVERNOR JOHN
00:05:44KASICH TO CREATE A RUBBER STAMP
FOR HIS POLICIES, SOME OF WHICH
00:05:46CONSERVATIVE REPUBLICANS OPPOSE.
THAT INCLUDES MEDICAID
00:05:49EXPANSION.
WHILE ADDRESSING THE MEDIA FOR
00:05:52THE FIRST TIME AS SPEAKER,
ROSENBERGER DIDN'T SAY MUCH
00:05:54ABOUT MEDICAID EXPANSION, BUT
NOTED THAT HE HAD BEEN A MEMBER
00:05:58OF THE STATE CONTROLLING BOARD
WHEN KASICH BROUGHT IT TO THE
00:06:02PANEL INSTEAD OF TAKING IT TO
THE LEGISLATURE.
00:06:04>> WELL, I THINK I GOT KICKED
OFF CONTROLLING BOARD SO PEOPLE
00:06:08KNOW MY STANCE ON MEDICAID
EXPANSION.
00:06:11>> SO ARE YOU SAYING THAT YOUR
POSITION AGAINST MEDICAID
00:06:13EXPANSION REMAINS THE SAME?
>> YES, THAT'S FAIR AND
00:06:17ACCURATE.
>> GOVERNOR KASICH HAS SAID HE
00:06:19WANTS THE STATE TO CONTINUE
MEDICAID EXPANSION.
00:06:22BUT SOME, INCLUDING SENATE
PRESIDENT KEITH FABER, HAVE
00:06:25SPECULATED THAT IT MIGHT NOT BE
A PART OF HIS BUDGET, BUT
00:06:33INSTEAD MAY BE OFF BUDGET.
THE ROSENBERGER ERA HAS ALREADY
00:06:34BEGUN.
REPUBLICAN REPRESENTATIVE RYAN
00:06:36SMITH OF BIDWELL IN SOUTHERN
OHIO NOMINATED ROSENBERGER FOR
00:06:41SPEAKER ON THE FLOOR, AND A FEW
DAYS LATER IT WAS ANNOUNCED HE
00:06:44WILL SERVE HIS SECOND FULL TERM
IN THE HOUSE AS CHAIR OF THE
00:06:46FINANCE AND APPROPRIATIONS
COMMITTEE.
00:06:48HE REPLACES REPRESENTATIVE RON
AMSTUTZ OF WOOSTER, WHO IS STILL
00:06:52IN THE HOUSE AND HAD WANTED TO
BE SPEAKER, BUT HAD WORKED OUT A
00:06:56DEAL WITH ROSENBERGER LAST YEAR
THAT MADE HIM SPEAKER PRO TEM
00:06:59AND PUT HIM INTO LEADERSHIP.
ROSENBERGER AND SMITH REPRESENT
00:07:02A WAVE OF NEWER ELECTED
OFFICIALS ASSUMING BIGGER ROLES
00:07:05IN THE GENERAL ASSEMBLY.
SMITH TOLD OUR ANDY CHOW THAT HE
00:07:08RECOGNIZES THE VALUE OF
EXPERIENCED LAWMAKERS, BUT SAYS
00:07:15THERE'S ALSO A LOT THAT THE NEW
LEADERS CAN BRING TO THE TABLE.
00:07:18>> NO REFLECTION ON ANYBODY
WHO'S BEEN HERE AWHILE BUT IN A
00:07:21LOT OF CASES THROUGH LIFE IF
SOMEBODY'S DONE SOMETHING FOR
00:07:27QUITE A WHILE, IT'S HARD FOR
THEM TO LOOK AT IT A DIFFERENT
00:07:29WAY AND JUST BECAUSE WE'VE
ALWAYS DONE IT ONE WAY DOESN'T
00:07:31MAKE IT THE RIGHT WAY OR THE
BEST WAY SO I THINK THAT'S GOING
00:07:37TO BE KEY MOVING FORWARD IS
EVERYBODY'S OPEN-MINDED.
00:07:40>> THE FINANCE COMMITTEE
OVERSEES THE BUDGET, WHICH
00:07:42GOVERNOR JOHN KASICH WILL
RELEASE NEXT MONTH.
00:07:43I TALKED ABOUT THE VOTE FOR
SPEAKER, THE BUDGET AND THE
00:07:45UPCOMING LEGISLATURE THIS WEEK
WITH TOM ZAWISTOWSKI, THE
00:07:46EXECUTIVE DIRECTOR OF THE
PORTAGE COUNTY TEA PARTY.
00:07:56THE "TEA" IN THAT TITLE HE HAS
SAID IN PREVIOUS INTERVIEWS
00:07:57STANDS FOR "TOTALLY ENGAGED
AMERICANS".
00:07:59HE JOINED ME THROUGH THE
FACILITIES OF WNEO IN KENT.
00:08:03YOU ARE ANGRY ABOUT THE VOTE IN
NOVEMBER, THE VOTE THIS WEEK
00:08:08THAT WOULD MAKE ROSENBERGER THE
SPEAKER OF THE OHIO HOUSE.
00:08:12YOU SAID THAT HE SUSPECTED THAT
HIS ASCENSION TO SPEAKER WAS
00:08:16ENGINEERED BY GOVERNOR KASICH
AND REPRESENTATIVES WERE BEING
00:08:18FORCED TO SUPPORT ROSENBERGER
AND NOT JIM BUTLER.
00:08:23SO, I WANT TO ASK YOU, WHAT MADE
YOU THINK REPRESENTATIVES WERE
00:08:27BEING FORCED TO SUPPORT CLIFF
ROSENBERGER AND NOT BEING
00:08:30PERMITTED TO SUPPORT JIM BUTLER.
>> I THINK THE FACTS SPEAK FOR
00:08:41THEMSELVES.
RON YOUNG UP IN LAKE COUNTY TOLD
00:08:43CLIFF FROM THE YOUNG COUNTY
COLLISION THAT HE WAS AFRAID OF
00:08:50RETALIATION IF THE DID NOT VOTE
FOR ROSENBERGER.
00:08:51OTHER PEOPLE WE SPOKE WITH SAID
THE GOVERNOR'S MEN HAD GOTTEN
00:08:56INVOLVED.
QUITE FRANKLY, KAREN, DID
00:09:03ANYONE COME OUT AND DENY WHAT I
CHARGED?
00:09:06DID CLIFF ROSENBERGER DO THAT?
THEY DID NOT, TO MY KNOWLEDGE.
00:09:09THEY DID NOT TO ME.
>> LET ME ASK YOU ABOUT JIM
00:09:14BUTLER.
HE SECONDED ROSENBERGER'S
00:09:17NOMINATION ON THE FLOOR,
ADMITTING THAT HE WAS THE MAIN
00:09:20RIVAL FOR THE VOTE LAST MONTH.
HE SAID HE NEVER MADE A DEAL TO
00:09:22GET OUT OF THE RACE, BUT IT WAS
HIS DUTY AS A MEMBER OF THE OHIO
00:09:28REPUBLICAN PARTY AND PART OF
THIS ALLIANCE OF REPUBLICANS TO
00:09:31DO THIS AND FOR REPUBLICANS TO
COME TOGETHER.
00:09:35IF ONE AGREES TO BE PART OF AN
ALLIANCE, ONE GOES ALONG WITH
00:09:41THIS AND DOES NOT HAVE TO AGREE
WITH EVERYTHING.
00:09:42WHAT MAKES YOU THINK THAT THIS
SOMETHING WAS GOING ON BEHIND
00:09:45THE SCENES THERE?
>> THIS IS A PROBLEM THAT WE AS
00:09:51CITIZENS HAVE.
WHAT ABOUT HIS LOYALTY TO THE
00:09:54CITIZENS?
IS ALLIANCE TO THE PARTY IS
00:09:56AGAINST THE VOTER.
JIM BUTLER SAID IN NOVEMBER,
00:10:02WHEN THEY HAD THEIR STRAW POLL,
THEY SET A SECRET BALLOT.
00:10:05HE WAS NOT PRESENT.
HE ACCEPTED THE FACT THAT THEY
00:10:08SAID HE LOST, AND THEN HE GAVE
HIS WORD THAT HE WOULD NOT RUN
00:10:13IN JANUARY.
I THINK THAT IS JUST A
00:10:19DISSERVICE TO THE CITIZENS.
THE FACT OF THE MATTER IS THAT
00:10:21ROSENBERGER'S LEADERSHIP TEAM
GOES AGAINST THE VALUES OF THE
00:10:25OHIO REPUBLICAN NATIONAL
PLATFORM, AND IT GOES AGAINST
00:10:32WHAT A LOT OF THE
REPRESENTATIVES VOTED ON.
00:10:33NOT ONE OF THEM WOULD VOTE
AGAINST ROSENBERGER.
00:10:35WHAT DOES THAT TELL YOU?
>> LET ME ASK YOU ABOUT THAT.
00:10:40YOU SAY THAT ROSENBERGER'S
VALUES GO AGAINST WHAT PEOPLE
00:10:45WHO VOTED FOR REPUBLICANS VOTED
FOR.
00:10:46WHAT SPECIFICALLY ARE YOU
TALKING ABOUT THEIR?
00:10:48>> LIKE BARBARA R. SEARS AND THE
LINDA, THE OTHER MEMBER OF THE
00:10:58LEADERSHIP TEAM.
SHE IS PRO-ABORTION,
00:11:01PRO-MEDICAID EXPANSION.
A LOT OF THE PEOPLE WHO RAN FOR
00:11:02THE OHIO HOUSE -- REMEMBER, WE
ELECTED THE LARGEST MAJORITY AND
00:11:07THE OHIO HOUSE IN RECENT MEMORY.
65 MEMBERS.
00:11:12THEY ALL RAN ON THE HEART THE
BILL AND AGAINST COMMON CORE --
00:11:16ON THE HEARTBEAT BILL AND
AGAINST COMMON CORE.
00:11:22>> YOU MENTION THE MAJORITY.
AN HISTORIC MAJORITY.
00:11:28SEVERAL PEOPLE, INCLUDING ME,
AND HAVE SAID THAT THIS IS A
00:11:31MORE CONSERVATIVE LEGISLATURE
THAN THE LAST ONE.
00:11:34IS THAT A GOOD THING TO YOU OR
ARE YOU CONCERNED ABOUT THAT?
00:11:36>> AGAIN, THAT NAME RINO'S,
REPUBLICAN IN NAME ONLY, REALLY
00:11:45COMES INTO PLAY HERE.
THE STATE IS NOT CONTROLLED BY
00:11:49REPUBLICANS.
THERE ARE ABOUT 12 CONSERVATIVES
00:11:50IN THE OHIO HOUSE OUT OF 65.
THERE'S ONLY ONE IN THE SENATE,
00:11:58KRIS JORDAN.
THE GOVERNOR IS NOT
00:11:59CONSERVATIVE.
THERE IS THIS MISCONCEPTION THEY
00:12:02ARE WILLING OR VOTING LIKE
REPUBLICANS.
00:12:05ONLY GOVERNOR KASICH IS RULING.
HE IS THE ONE WHO IS DICTATOR.
00:12:09HE CONTROLS THE HOUSE, CONTROLS
THE SENATE, AND AS JUDY FRENCH
00:12:12SAID, SHE IS THERE TO BACKSTOP
THE EXECUTIVE.
00:12:18JOHN KASICH IS CALLING THE
SHOTS.
00:12:24HE MADE STATEMENTS WARNING
PEOPLE NOT TO GET IN HIS WAY.
00:12:25>> THERE ARE A LOT OF PEOPLE WHO
MIGHT SAY YOU AND OTHER TEA
00:12:29PARTY ACTIVISTS ARE NOT
REPRESENTATIVE OF MOST
00:12:32REPUBLICANS.
THAT YOU ARE VOICES IN THE
00:12:34WILDERNESS SHOUTING OUT, BUT YOU
ARE NOT REALLY REPRESENTATIVE.
00:12:39YOU ARE NOT READY TO NEGOTIATE
WITH OTHERS.
00:12:42THAT YOU ARE OUT THERE ON THE
FRINGES.
00:12:44ANSWER THAT CRITICISM PLACE.
>> I LOVE THAT.
00:12:48THAT IS THE KIND OF STUFF YOU
GET FROM PEOPLE LIKE MATT BORGES
00:12:51AND KARL ROVE, RIGHT?
THERE WAS JUST A PULLOUT MONDAY
00:12:58THAT SAYS -- JUST A POLL OUT
MONDAY THAT SAID 70% OF ALL
00:13:02REPUBLICAN SUPPORT THE TEA
PARTY, AND YET THEY ARE TALKING
00:13:06ABOUT THIS FRINGE GROUP ON THE
RIGHT.
00:13:0757 PERCENT IS NOT A FRINGE
GROUP.
00:13:1257% IS THE MAJORITY.
THE FACT OF THE MATTER IS THE
00:13:18TEA PARTY IS THE REPUBLICAN
PARTY AND PEOPLE LIKE JOHN
00:13:20KASICH ARE ON THE FRINGE AND
JOHN BOEHNER IS ON THE FRENCH.
00:13:26WHAT WE HAVE HERE IS A PROBLEM
WITH THERE ARE PEOPLE WHO ARE
00:13:29LEADERS IN THE -- ELITISTS IN
THE REPUBLICAN PARTY, LIKE JOHN
00:13:43BOEHNER.
HE WILL PUNISH PEOPLE FOR
00:13:44RUNNING AGAINST HIM AS SPEAKER.
IT IS DISGUSTING.
00:13:48THE PEOPLE OF THIS STATE DESERVE
BETTER, THE PEOPLE OF THIS
00:13:51COUNTRY DESERVE BETTER AND THE
TEA PARTY REPRESENTS THE PEOPLE
00:13:54OF THIS COUNTRY.
WE WILL KEEP FIGHTING THESE
00:13:55GUYS.
>> HOW DO YOU GET YOUR MESSAGE
00:14:00ACROSS, AGAIN, YOU ARE THE
REPUBLICAN MAJORITY IN OHIO
00:14:02HOUSE, BUT YOU SAID YOURSELF,
COUNT AS TEA PARTY ADVOCATES.
00:14:08HOW DO YOU GET YOUR ISSUES THAT
FORWARD?
00:14:09>> WHAT WE HAVE LEARNED IN THE
LAST FIVE YEARS IS WE NEED TO
00:14:15GET RIGHT WITH THE POLITICAL
CALENDAR.
00:14:17THERE ARE PEOPLE ALREADY WORKING
ON WHO WAS GOING TO RUN FOR
00:14:19GOVERNOR AFTER JOHN KASICH, AND
HE HAS NOT STARTED HIS SECOND
00:14:24TERM, OK?
WE HAVE A PROBLEM IN THAT WE
00:14:27HAVE ALWAYS BEEN TOO LATE TO THE
PARTY.
00:14:29WHAT WE ARE WORKING ON IN 2015
IS WE ARE WORKING TO RECRUIT
00:14:34PEOPLE TO RUN IN THE PRIMARY OF
2016 FOR OHIO HOUSE, OHIO
00:14:38SENATE, COUNTY CENTRAL
COMMITTEE, STATE CENTRAL
00:14:42COMMITTEE, RUN PEOPLE FOR COUNTY
COMMISSIONER.
00:14:45THAT IS WHAT WE HAVE TO DO.
WE ARE WORKING HARD TO ORGANIZE
00:14:47THOSE EFFORTS, AND BASICALLY
COMPETE.
00:14:51THAT IS THE LAST THING
REPUBLICANS OR DEMOCRATS WANT TO
00:14:54HEAR, THAT OUR PARTY PEOPLE WILL
RUN FOR OFFICE, WHICH WE THINK
00:15:01THEY ARE ENTITLED TO.
WE ARE GETTING STRONGER AND WE
00:15:05ARE CONFIDENT ABOUT THE FUTURE.
>> YOU WILL PLAN TO WORK WITH
00:15:12THE EXISTING REPUBLICAN PARTY
STRUCTURE AND NOT TRY TO STRIKE
00:15:13OUT AS A THIRD-PARTY?
>> THERE IS NO BENEFIT TO
00:15:18STRIKING OUT AS A THIRD-PARTY.
WE ARE NOT JUST GOING TO WORK
00:15:21WITHIN THE REPUBLICAN PARTY.
WE'RE GOING TO WORK WITHIN THE
00:15:22DEMOCRATIC PARTY.
THOSE PARTIES BELIEVED TO US,
00:15:27THE PEOPLE.
NOT TO THEM, THE ELITE
00:15:32POLITICIANS.
WE ARE LEARNING ABOUT COUNTY
00:15:34CENTRAL COMMITTEES.
WE ARE LEARNING ABOUT PRECINCT
00:15:36ORGANIZING.
WE'RE LEARNING ABOUT THE INSIDE
00:15:37GAME THEY USE TO KEEP PEOPLE
OUT.
00:15:41WE ARE PRYING OPEN THOSE DOORS
AND WE HAVE PEOPLE STEPPING
00:15:43THROUGH THOSE DOORS AND WE ARE
GOING TO RUN FOR OFFICE AND HOLD
00:15:48OFFICE AND REPRESENT THE WILL OF
THE PEOPLE, NOT THE SPECIAL
00:15:51INTERESTS THAT CONTROL BOTH
PARTIES IN THE STATE AND THIS
00:15:52COUNTRY.
>> TO GET ANOTHER PERSPECTIVE ON
00:15:56WHAT MIGHT BE AHEAD WITH THE ONE
31ST -- 131ST GENERAL ASSEMBLY,
00:16:02I ALSO TALKED THIS WEEK WITH
SANDY THEIS.
00:16:04SHE'S THE EXECUTIVE DIRECTOR OF
PROGRESS OHIO, A COALITION OF
00:16:05LIBERAL AND DEMOCRATIC GROUPS
AND LABOR ORGANIZATIONS.
00:16:09SO, THIS HAS BEEN DESCRIBED BY
SEVERAL PEOPLE, INCLUDING ME, AS
00:16:17THE MOST SENATE -- AS THE MOST
CONSERVATIVE WHILE CONGRESS.
00:16:23WHAT DO YOU THINK WHEN YOU HEAR
THAT?
00:16:24>> I THINK IT IS GOING TO BE A
WILD RIDE.
00:16:30I AM HOPEFUL.
ONE THING WE KEEP HEARING FROM
00:16:32REPUBLICANS AS WE WANT TO SPEND
OUR MONEY MORE WISELY AND HAVE
00:16:36LIMITED GOVERNMENT.
I THINK ONE OF THE THINGS WE
00:16:38WILL SEE OUR CHARTER SCHOOL GOT
ABILITY.
00:16:43IT WAS AN EXPERIMENT THAT WAS
SUPPOSED TO BE A COUNTERPOINT TO
00:16:46TRADITIONAL PUBLIC SCHOOLS THAT
WERE FAILING, AND WHAT WE'VE
00:16:50SEEN FOR THE FIRST TIME IS THE
PRO-CHARTER SCHOOL GROUPS COMING
00:16:53OUT AND SAYING THAT OUR CHARTER
SCHOOLS ARE INEFFECTIVE.
00:16:57IN FACT, STUDENTS FIRST,
MICHELLE REID FRAGEL OLD GROUP
00:17:01SAYS THE MAJORITY OF OHIO
CHARTERS STINK.
00:17:07THAT IS A DIRECT QUOTE.
SO, OHIO'S CHARTER SCHOOL KIDS
00:17:15FALL BEHIND KIDS IN TRADITIONAL
PUBLIC SCHOOLS.
00:17:19WE HAVE SPENT BILLIONS OF
DOLLARS AND ONE MILLION KIDS
00:17:25HAVE COME THROUGH IT.
I AM HOPING THE PARTY THAT
00:17:26PROMOTES FAMILY VALUES AND WHY
SPENDING OF TAX DOLLARS WILL BE
00:17:32WILLING TO TACKLE THIS PROBLEM
AND REALIZE WE NEED TO QUIT
00:17:36HURTING KIDS AND WASTING
TAXPAYER DOLLARS.
00:17:37>> GOVERNOR KASICH HAS SAID THAT
HE WANTS TO FIX THE WRECK OF
00:17:43REGULATION ON CHARTER SCHOOLS.
THERE IS NO EXCUSE FOR PEOPLE
00:17:45COMING IN HERE AND TAKING
ADVANTAGE OF ANYTHING.
00:17:47WHAT DO YOU THINK THOSE RULES
WILL LOOK LIKE?
00:17:51>> THAT IS THE $60,000 QUESTION
TO READ WE NEED TO CLAMP DOWN ON
00:17:58THE POOR PERFORMERS, AND THERE
ARE A LOT OF THEM.
00:18:01IF THE MAJORITY OF CHARTER
SCHOOL STINK, LET'S GET RID OF
00:18:03THE BAD ONES.
UNFORTUNATELY, SOME OF THE WORST
00:18:05ONES ARE RUN BY DAVID BRENNAN,
WHITEHEAD MANAGEMENT, AND THE
00:18:12ELECTRONIC CLASSROOM OF
TOMORROW.
00:18:17>> THAT IS GETTING BIGGER THAN
SOME SCHOOL DISTRICTS.
00:18:21>> ABSOLUTELY.
AND THESE ARE ORGANIZATIONS THAT
00:18:25GIVE HUNDREDS OF MILLIONS OF
DOLLARS EVERY YEAR TO REPUBLICAN
00:18:31CANDIDATES AND CAUSES.
AND THERE HAVE BEEN LOOPHOLES
00:18:32THAT LET IN SOME OF THESE POOR
PERFORMERS LIKE WHITE HATS.
00:18:40ONE THING THAT OHIO WILL BE
LOOKING AT -- I HOPE THE GOOD
00:18:43PRO-CHARTER SCHOOL PEOPLE, THE
CRITICS WILL LOOK AT AND MAKE
00:18:45SURE THAT THESE LOOPHOLES WILL
NOT BE PUT IN THE LEGISLATION
00:18:49AND WE GET REAL REFORM.
WHEN STANFORD UNIVERSITY ROLLED
00:18:53OUT THEIR STUDY, AND IT WAS
EYE-POPPING.
00:18:54I WAS OVER AT THE ATHLETIC CLUB.
AND THE CHAIR WAS THERE AND SHE
00:19:01IS VERY GOOD, BRADY LAMBERT.
SOME OF THE WORST OFFENDERS WERE
00:19:05ON THE PANEL WITH BECKY.
THEY DID NOT EVEN ACKNOWLEDGED
00:19:09THERE WERE THESE PROBLEMS.
AND THEIR SOLUTION WAS, WE NEED
00:19:12MORE MONEY.
THE FACT THAT THEY HAD THE GUTS
00:19:15BUT TO SAY THE REMEDY IS GIVE US
MORE MONEY, EVEN THOUGH WE HAVE
00:19:17A TERRIBLE TRACK RECORD.
PEGGY STOOD UP THERE AND SAID,
00:19:24THIS IS NOT GROUPS THAT HAVE
BEEN CRITICAL OF CHARTERS.
00:19:30THESE ARE OUR FRIENDS.
AND THIS IS WHAT WE ARE SAYING.
00:19:35THEY STILL WERE NOT GETTING
RELIGION.
00:19:36I AM REALLY WORRIED ABOUT THAT.
WE CANNOT LET THEM CONTINUE TO
00:19:40OPERATE THE WAY THEY HAVE BEEN
OPERATING.
00:19:41>> YOU HAVE THE SENATE PRESIDENT
KEITH FABER SAYING, SURE, WE
00:19:47WILL LOOK AT CHARTER SCHOOLS,
BUT ALSO LOOK AT FAILING PUBLIC
00:19:50SCHOOLS AND MAKE SURE WE ARE
DOWN ON WHAT IS HAPPENING IN
00:19:52PUBLIC SCHOOLS.
>> I DON'T KNOW WHY THEY HAVE
00:19:55THIS DISDAIN FOR TEACHERS.
IF YOU LOOK AT THE CHARTER
00:19:59SCHOOLS, THEY PAY THEIR TEACHERS
40% LESS.
00:20:03THE PEOPLE WHO MAKE THE MONEY IN
THE CHARTER SCHOOLS ARE THE
00:20:06MANAGEMENT COMPANIES, THE
OPERATORS, THE ADMINISTRATORS,
00:20:10AND IF YOU LOOK AT WHAT THE
PUBLIC SCHOOLS ARE DOING UNDER
00:20:11DIFFICULT CIRCUMSTANCES, DO
THEIR PROBLEMS?
00:20:14YEAH.
ONE OF THE PROBLEMS THEY HAVE IS
00:20:20THE RULES KEEP CHANGING.
ONE YEAR WE DO THIS SET OF
00:20:23STANDARDIZED TEST.
THE NEXT YEAR WE'RE DOING COMMON
00:20:27CORE.
LET'S FIND OUT WHAT WORKS.
00:20:29LET'S STICK WITH IT.
LET'S FUND IT.
00:20:30IT'S NOT THAT TOUGH.
>> ONE PROBLEM THE LEGISLATURE
00:20:35WILL BE DEALING WITH IS THE
EXPANSION OF MEDICAID EXPANSION
00:20:38WHICH GOVERNOR KASICH SUPPORTED,
DEMOCRAT SUPPORTED.
00:20:44WHAT HAPPENS WHEN YOU HAVE SOME
REPUBLICANS VERY CONCERNED ABOUT
00:20:48MEDICAID EXPANSION.
WHAT YOU THINK IS GOING TO
00:20:49HAPPEN WITH THAT?
>> I CAN'T SEE THEM DOING AWAY
00:20:55WITH THAT.
THERE ARE A LOT OF PEOPLE WHO
00:20:56HAVE BEEN HELPED BY MEDICAID AND
GOVERNOR KASICH'S FIRST TERM.
00:20:59IF YOU LOOK AT SOME OF THE
INVESTMENTS THEY HAVE MADE, IT
00:21:02HELPS IN THE LONG TERM.
I THINK WE WILL SEE TINKERING
00:21:05AROUND THE EDGES, BUT I DO NOT
THINK THEY WILL DO AWAY WITH IT.
00:21:08I DO NOT THINK THEY
REALISTICALLY CAN.
00:21:11AND IF YOU WANT TO MARKET
YOURSELF AS A COMPASSIONATE
00:21:14CONSERVATIVE, WHY WOULD YOU HURT
THE LEAST AMONG US?
00:21:16>> AND THERE ARE SOCIAL ISSUES
THAT THE INCOMING REPUBLICANS
00:21:21WANT TO DEAL WITH.
WE HAVE SEEN CHANGES, ABORTION
00:21:24REGULATIONS COMING AROUND THE
LAST COUPLE YEARS.
00:21:26WHAT SOCIAL ISSUES CHANGES DO
YOU THINK WILL,?
00:21:29>> I HAVE NOT, BUT I THINK THEY
CAN'T HELP THEMSELVES.
00:21:35WE PROBABLY HAVE THE MAXIMUM
RESTRICTION ALLOWED RIGHT NOW
00:21:38UNDER THE SUPREME COURT'S
RULINGS THAT GOVERN ABORTION
00:21:43RIGHTS.
I THINK WE WILL CONTINUE TO SEE
00:21:44THE OHIO DEPARTMENT OF PUBLIC
HEALTH TRY TO CRACK DOWN ON
00:21:49CLINICS AND CLOSE THEM FOR
NEFARIOUS REASONS AND WE WILL
00:21:53SEE MORE OF THE SAME, WHICH IS
UNFORTUNATE.
00:21:55>> BUT THE HEARTBEAT BILL, THAT
HAS COME FORWARD THE LAST COUPLE
00:22:03LEGISLATURES.
YOU THINK YOU WILL SEE THAT
00:22:04AGAIN?
>> IT IS THE BOOMERANG BILL.
00:22:06IT KEEPS COMING BACK.
>> WHAT YOU EXPECT TO SEE FROM
00:22:14GOVERNOR KASICH'S BUDGET?
HE HAS BEEN CLEAR ABOUT
00:22:17CONTINUING WITH INCOME TAX CUTS.
HE WANTS TO RAISE TAXES THAT
00:22:20SOME REPUBLICANS HAVE PROBLEMS
WITH LIKE THE CIGARETTE TAX AND
00:22:24THE TAX ON OIL AND NATURAL GAS
DRILLERS.
00:22:26>> THE GOVERNOR PAID FOR HIS TAX
CUTS BY RAISING OTHER TAXES.
00:22:31ONE OF THE THINGS HE GET WITH
WAS THE PROPERTY TAX ROLLBACK.
00:22:33UNTIL HE MADE THIS CHANGE, THE
STATE OF OHIO PAID 12.5% OF
00:22:42PROPERTY TAXES FOR A HOMEOWNER.
12.5 PERCENT.
00:22:44EVERYBODY FROM PROPERTY TAXES
WENT UP AT LEAST 12 5% WHEN THE
00:22:46STATEMENT -- WHEN THE STATE QUIT
PLAYING THAT.
00:22:54I THINK THERE WILL BE A FIGHT
OVER A WILLING GAS, BUT THERE
00:22:57WILL BE SOME SORT OF COMPROMISE.
HE ALSO WANTS TO RAISE THE
00:22:59COMMERCIAL ACTIVITY TAX, AND
THAT WAS A VERY THOUGHTFUL,
00:23:06HIGHLY DEBATED, EXTREMELY WELL
VETTED PROPOSAL THAT DID AWAY
00:23:10WITH SOME OF THE STRANGE TAXES
THAT OHIO HAD.
00:23:11EVERYONE WILL TELL YOU PROPERLY
-- PROPERTY TAX LAWS OF THE IS
00:23:18THE LOWEST.
BUT SOME SPECIAL INTERESTS GOT
00:23:24CARVEOUTS FROM THE COMMERCIAL
ACTIVITY TAX.
00:23:25WHICH MEANS SPECIAL PEOPLE WILL
NOT SEE THEIR TAXES GO UP AGAIN.
00:23:31THAT IS BAD TAX POLICY.
I HOPE YOU AND YOUR OTHER
00:23:35FRIENDS IN THE PRESS KEEP AN EYE
ON THAT BECAUSE IT IS BAD FOR A
00:23:38WHILE, BAD FOR BUSINESS, BAD FOR
THE PEOPLE STUCK WITH THE EXTRA
00:23:40TAB.
>> AND SPEAKING AS A FORMER
00:23:44REPORTER, YOU CAN SELL ME THINGS
LIKE THAT.
00:23:45>> I CERTAINLY CAN.
>> I SPOKE TO A MEMBER OF THE
00:23:51TEA PARTY EARLIER IN THE SHOW.
HE SAYS THE TEA PARTY IS GROWING
00:23:53AND IT IS OTHER POLITICIANS
THAT HE CALLRINO'S -- CALLS
00:24:02RINO'S THAT ARE FALLING OUT OF
FAVOR.
00:24:08WHAT YOU THINK THE FUTURE OF THE
TEA PARTY IS?
00:24:11>> I THINK THEY WILL TAKE A LOT
OF NOISE, BUT THEY WON'T BE VERY
00:24:17EFFECTIVE.
YOU SEE WHAT HAPPENED WHEN THEY
00:24:20ROSE UP AND TRIED TO DEFEAT
SPEAKER BOEHNER.
00:24:23THEY DIDN'T.
THEY TRY TO MAKE NOISE.
00:24:25THE PEOPLE WHO WERE LEADERS OF
THAT MOVEMENT GOT PUNISHED.
00:24:26I THINK THERE IS AN OPPORTUNITY
FOR THE TWO PARTIES TO WORK
00:24:31TOGETHER.
FOR THE PEOPLE ON THE LEFT TO
00:24:33WORK WITH THE TEA PARTY IN OTHER
PEOPLE AND THINGS LIKE CHARTER
00:24:36SCHOOLS.
WE HAVE TO QUIT WASTING MONEY,
00:24:39AND I THINK THAT IS SOMETHING WE
ALL AGREE ON AND HOPEFULLY CAN
00:24:41WORK TOGETHER TO MAKE SURE WE
QUIT WASTING.
00:24:45IF WE CAN'T STOP HURTING KIDS
AND WASTING MONEY, WE OUGHT TO
00:24:49THROW UP OUR HANDS AND MOVE.
>> THERE HAVE BEEN SOME
00:24:54PARTNERSHIPS WITH A TWO PARTY
BACKED GROUP.
00:24:59>> ABSOLUTELY, AND HENRI'S --
AND ON REDISTRICTING REFORM.
00:25:08WE WANT TO WORK WITH EVERYBODY
TO MOVE THE STATE FORWARD.
00:25:10>> WHILE THIS WEEK WAS ALL ABOUT
STATE LAWMAKERS, THIS WEEKEND IS
00:25:17ALL ABOUT THE EXECUTIVE
OFFICEHOLDERS.
