A radical reconstruction of Cleveland's schools aims to properly educate kids and elevate the city. But obstacles remain for the plan even though administrators, the teachers' union and politicians from both sides of the aisle like it. Lawmakers will have to pass new state laws, get charter school advocates on board and the schools will have to solve their budget woes.
