More than a decade ago, ideastream and The Plain Dealer began to report and editorialize on what came to be known as the "Quiet Crisis." As the 21st century dawned, steel was stumbling. Businesses and residents were leaving Cleveland. Development was at a standstill. Our region was falling behind. A lot has changed since the early 2000s. Are we still in crisis?
