When you think of fugitives, you often think of criminals being doggedly pursued by the police. But a program in northeast Ohio next week will work the other way around-- it will offer fugitives a chance to turn themselves in. Safe Surrender programs give people an opportunity to clear their conscience and safely pay their debt to society. In the past, they've reigned in over 1,000 fugitives in the region. But how helpful are they in the big scheme of bringing people to justice?
