The community is still absorbing the full 900+ page report released from Cleveland City Hall this week on how to better handle missing persons cases and sex crimes. It includes 26 specific recommendations that run the gamut from sensitivity training for officers to the establishment of a Missing Persons Unit, tasked with coordinating investigations and ensuring the information is shared within the department, with prosecutors and other concerned agencies. But the report stops short of calling for increased staffing levels. The citizens' commission was formed by the mayor in response to the discovery of the 11 victims of the Imperial Avenue murders.
