The life of Gov. John J. Gilligan (March 22, 1921 - August 26, 2013) was remembered at a celebration at the Ohio Statehouse on September 5, 2013.
John Joyce "Jack" Gilligan was born on March 22, 1921 in Cincinnati and graduated from the University of Notre Dame. He served as a Navy gunnery officer in World War II and was awarded the Silver Star for Gallantry at the Battle of Okinawa. Gov. Gilligan was a teacher for many years and his political career began in 1953 with his election to the Cincinnati City Council. He was elected to the U.S. House of Representatives in 1964. Gilligan served as Governor of Ohio from 1971-1975, during which time he was instrumental in creating the Ohio EPA and enacting the state's first income tax.
