Local leaders expressed shock this week when the Ohio Department of Transportation released a new construction timetable that delays completion of key projects. ODOT says it doesn't have the money to fulfill promises made by earlier state administrations. Money for the second span of Cleveland's Inner Belt bridge won't become available until the decade of the 20s, says ODOT and the city will have to wait until the late 20's to build the long-awaited West Shoreway boulevard. It's not just Cleveland. Key projects have hit snags in Akron, Elyria, Dayton and many other cities. Civic leaders complain the delays will impede both traffic and redevelopment plans.

Segment Two: Wade Steen, Chief Fiscal Officer, Cuyahoga County

Ohio home prices continued to tumble in 2011, down 7.2% measured against 2010. But while values have fallen, property taxes have not. In some places they've risen to the consternation of homeowners who've lost billions of dollars in equity. The short explanation is that Ohio law is written to prevent taxes rising when values go up but the inverse is also true.
