It's the document Ohioans have been waiting to see for more than a year. And Gov. John Kasich says with his first budget, he has erased an $8 billion dollar deficit and created an environment that will bring in business and bring Ohio out of its economic doldrums - all without raising taxes. The governor says the budget increases spending on Medicaid and reforms the system, and increases spending on K-12 and higher education - though the numbers show that's debatable. Among the other highlights: The state's liquor distribution system will be privatized to fund JobsOhio, five prisons will be sold off, and the number of taxpayer-paid vouchers provided by the state will double to 28,000. But the budget also includes big cuts to the local government fund, and to some state agencies. Gov. Kasich, his budget director Tim Keen and JobsOhio head Mark Kvamme talk about it.
