The U.S. Department of Justice has investigated more than five dozen police departments for possible constitutional rights violations since 1994, when Congress gave it authority to do so. Dozens agreed to reforms. Wednesday at 9:00 on The Sound of Ideas, we'll compare the scathing DOJ report on Cleveland police with those in other communities and look at whether federal involvement actually brings reform.
