State lawmakers are nearly finished hammering out the next two-year state budget and it appears they've used a sharper tool on some of Governor John Kasich's early proposals: An axe. His hikes in severance taxes, sales taxes and business taxes got chopped. His huge income tax cut shrank significantly. And his school funding formula is all but gone. What will make the final cut?
