The Department of Justice report detailing excessive force by Cleveland Police specifically notes cases of force against the mentally ill. And in November, a Cleveland woman being transported to a hospital for a mental health evaluation died when police restrained her after she became unruly. Are police equipped to deal with the mentally ill? What training do they get and what more is needed?
