To understand the struggling neighborhoods of Northeast Ohio -- the mostly black neighborhoods where chronic disease, crime, poor education and foreclosures are more prevalent, we must first understand history. These neighborhoods were designed to be at a disadvantage. On The Sound of Ideas, a look at the history of purposeful segregation in Cleveland and its impact on the well being of our neighborhoods today.
