Legislative Update - January 13 - January 17, 2014

This program gives Ohioans a weekly update on legislation brought up for third consideration in the Ohio Senate and House of Representatives.

During the week of January 13th, 2014, the Ohio Senate passed Bill 219, sponsored by Senators Obhof and Seitz, relative to court of claims operations and procedures for judge disqualification.

In the Ohio House of Representatives, Substitute House Bill 314 was passed. This bill, sponsored by Representatives Baker and Kunze, requires a prescriber to obtain written consent from a parent or guardian before issuing a prescription for a controlled substance that contains an opioid to a minor.

Also passed was Amended House Bill 171, sponsored by Representatives McClain and Patmon. This bill permits public school students to attend and receive credit for religious instruction conducted off school property during regular school hours.

House Bill 218, sponsored by Representatives Rosenberger and Dovilla, passed as well. This bill requires the Small Business Advisory Council to establish an entrepreneur in residence pilot program.

Also passed was Substitute House Bill 257, sponsored by Representatives Antonio and Schuring, concerning parental rights regarding a child conceived as a result of rape or sexual battery.

House Bill 286, sponsored by Representatives Sears and Letson, authorizing the Ohio Developmental Disabilities Council to meet via teleconference, also passed.

House Bill 310, sponsored by Representative Ruhl, also passed this week. This bill relates to the use of assistance dogs by persons diagnosed with post-traumatic stress disorder and prohibits misrepresentation of a dog as an assistance dog.

House Bill 326, sponsored by Representatives Roegner and Reece, exempting diabetic shoe fitters from licensure, passed as well.

Amended House Bill 342 also passed this week. Sponsored by Representatives Brenner and Driehaus, this bill permits an educational service center to be a partner or the lead applicant of an education consortia seeking a grant under the Straight A Program and modifies the goals of projects supported by the program.
