Many believe that there are government programs for the poor. If they don't use them to get out of poverty, it's their own fault. Luke Shaefer, a professor of social work and public policy at the University of Michigan, is the co-author of the book - "Two Dollars a Day - Living on Almost Nothing in America." It relates the stories of some of four million Americans who live on less than $2 a day.
