Lucas County has far more people behind bars than our leaders would like and it's costing taxpayers a small fortune. Last year, the county was awarded a $1.75 million dollar Macarthur Grant to come up with reforms to try to create a fair and more effective criminal justice system. Joining me tonight to talk about it is County Commissioner Carol Contrada and Common Pleas Court Judge Gene Zmuda.
