This is an election year in Toledo. Mayor Paul Hicks-Hudson faces the prospect of running for what would be her first full four-year term. As always, there's controversy over money and how to spend it. City revenues have been improving, but there's no guarantee that will last. Even in relatively good times, Toledo, like most older cities, never has enough money to do everything that needs to be done. Currently, the budget is balanced, but there's been a good bit of controversy over the mayor's plan to restructure the city's long-term debt to fix more residential streets.
