We look at something that nearly 25% of residents pay for every time they take a puff on a cigarette bought in Cuyahoga County: funding of arts and culture programming. We sit down with the Director of Cuyahoga Arts and Culture, the organization that's responsible for managing those funds. Plus, we look back at how Arts and Culture programming used to be funded.
