Efficiency is one thing. Running the state's juvenile courts like a business is another.

Every year, many county juvenile judges across the state process tens of thousands of children through the juvenile justice system.

Since 1996, at least 27 county juvenile courts in Ohio have changed their roles in relation to children to take advantage of federal funds intended for foster care agencies.

The courts both decide delinquency of children and become custodians of those children, generating revenue to support their work.

That is, the court makes money when children are removed from their homes.

Daniel L. Hatcher teaches law at the University of Baltimore Civil Advocacy Clinic. His new book is titled Injustice, Inc: How America's Justice System Commodifies Children and the Poor and The Poverty Industry.
